Local 351 was chartered in 1941 and is an affiliate of the International Union of Operating Engineers, whose total membership is 400,000.
Our jurisdiction encompasses the Texas Panhandle over to the Dallas/Ft. Worth area, west to El Paso, the southern half of New Mexico and the western half of Oklahoma.
Local 351 operates and abides by the International Union of Operating Engineers constitution. Outside the constitution, Local 351 has complete autonomy to function as the membership decides. Actions are brought before the Executive Board (made up of the Business Manager, President, and other officers) for review and then before the general membership.
The Business Manager, as well as four Business Agents, represent Local 351. The main office is located in Borger, TX. There are also offices in El Paso, and Big Spring, TX, Ardmore and Bartlesville, OK, and Artesia, NM.
Local 351 has access to IUOE legal staff as well as other support departments at the International. We also utilize the Williams Kherkher Law Firm in Houston.
Currently, Local 351 has 2709 members and 40 collective bargaining agreements with employers, 9 of which are refineries.
